With further reference to yours of 17th July enclosing draft notes of meeting held at the Colonial Office on 10th ultimo to discuss matters dealing with piracy in waters adjacent to the Colony of Hong Kong, I have now had the opportunity of discussing these notes with Mr D.Bramah, General Secretary of the Karine ngineers' Association, and Mr.J. Watson, Secretary of the Larine dngineers' Guild of China, who in conjunction with myself formed the Deputation at that meeting.

Whilst agreeing that the notes are an accurate rosume of the proceedings, we would suggest the deletion of the reference on page 7 of the notes starting at the words "The plain fact was however up to and including the words "give this aspect of the matter their further consideration" on page 9 of the notes

Our reasons are that reference to "dead-heads"

and that sort of thing if becoming known to the masters and navigating and engineer officers on the China coast would be largely
